No this is a rogue anti-malware program. Basically it will download more malware and won't remove itself. If you have it installed you need to go download combofix and run it in safe mode. Get it here:

When it finishes running ( it will probably reboot your computer in the middle) then you need to clean up all your temp data go get ccleaner and run it.

Next go do a full malware scan go to:

no, it's not, it's a scam to milk money. both free version and paid version of XP Antivirus are useless, all this program do is launching fabricated security pop-ups. don't download nor install this program because it might be difficult to remove it later.
