Why is the antivirus not embedded in the OS when the latter is installed?

When Windows first came out there were not all these Malware problems. As they started to occur some people started writing protection for them and later started selling the 'anti-virus' software.

Now that there are companies selling Anti-virus software Microsoft would be sued by all the 'cry babies' for creating another 'monopoly' and for putting the Anti-virus companies out of business.
